Description and Objectives

Solina is seeking to engage suitable and qualified candidates as In-Country Regional Consultant to support the Chadian Ministry of Public Health and Provincial Health Delegations over a period of (12) months to implement the Memorandum of Understanding (MOU) to strengthen Routine Immunization (RI) program across 3 focus regions of Hadjer-Lamis, Kanem, and Lac.

The Consultant will work alongside the Solina team based in N’Djamena, Chad, to support provincial health delegation, District, and Health Facility level staff to improve routine immunization coverage, and strengthen the routine immunization system using internationally accepted and program-specific guidelines.

The consultants must be a resident of Chad and speak both French and English. The consultants must be conversant with Chad’s health context, and understand government structures. The consultant will be resident in the province of work upon deployment

Responsibilities
  1. Participate in routine joint problem-solving sessions with Bill and Melinda Gates Foundation, Aliko Dangote Foundation teams, McKing consultants, and Solina teams to discuss the status of implementation of the MoU interventions, the challenges faced, and way forward;
  2. Strengthen the leadership and governance system through planning, participation, and ensuring follow-up of all working groups, review meetings, immunization working groups, and all governance structures at the provincial, district, and health facility levels.
  3. Support the strengthening of the vaccine supply chain management system at the provincial, district, and health facility levels
  4. Support the provincial health delegation team, district medical chiefs, and health facility in-charge in the province to improve data management system, utilize the PEV manager app, utilize the DHIS2 platform, and the use of data to improve program outcomes
  5. Support the planning, conduct, analysis, and use of supportive supervision data to improve program performance at the provincial, district, and health facility levels
  6. Support the domestication and implementation of community engagement and demand-generation strategies in the provinces
  7. Conduct other activities to strengthen the routine immunization system in the province of operation

Required competencies

Core requirements

  1. Demonstrated strong strategic thinking, problem-solving, and thought leadership abilities;
  2. Advanced computer usage skills with proficiency in Microsoft® Word, Excel, PowerPoint
  3. Strong knowledge of EPI program management, operational planning, budgeting, financial and performance management cycles, processesFast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace;
  4. Results-oriented performer, experienced in developing and tracking self and team with clear KPIs;
  5. Strong verbal and written communications skills – speaks fluent French and English;
  6. Commitment to reside in Chad and the province of deployment through the period of the engagement;

Education and Experience

  1. Academic training: A bachelor’s degree in health science degree with a background in Public Health (Being a medical doctor is an added advantage)
  2. Experience: Minimum of three years of progressive experience supporting immunization, health, or other development programs
