The Bill and Melinda Gates Foundation awarded SCIDaR a grant to implement the Monitoring Learning and Evaluation (MLE) for targeted performance management of Sub National Tailoring SNT in Nigeria. The project aims to develop and implement a robust performance measurement framework that rigorously tracks SNT milestones and outcomes and utilizes data to foster evidence-based decision-making among critical stakeholders while enshrining accountability in the program. The work seeks to provide crucial insights for implementing, enhancing, and expanding effective strategies in sub-national malaria programming in Kano and Kaduna State
Role
The M&E Associate will be responsible for designing, implementing, and managing M&E activities aligned with the SNT-ToC framework. The specialist will ensure that the program’s milestones and indicators are well-defined, measurable, and aligned with the overall program objectives. Additionally, the specialist will oversee the collection, analysis, and interpretation of data, leading to the generation of evidence to inform decision-making and policy direction.
Scope of Work
Program Implementation
- Collaborate with the program team to define clear and measurable milestones and indicators based on the SNT-ToC framework.
- Develop and implement M&E plans, frameworks, and tools that align with the program’s objectives and activities.
- Design data collection methodologies, including spot checks, community polls, cross-sectional surveys, Lot Quality Assurance Sampling (LQAs), and implementation research.
- Oversee data collection, ensuring its accuracy, consistency, and reliability.
- Analyze collected data, identify trends, and generate insights to inform program adjustments and improvements.
- Contribute to the creation of various learning products, such as reports, briefs, and presentations, to communicate findings to stakeholders.
- Collaborate with relevant partners and stakeholders to ensure a coordinated approach to data collection and analysis.
- Regularly review and refine M&E systems and tools to enhance their effectiveness and efficiency.
- Provide technical support and capacity-building to program staff and partners on M&E-related aspects.
- Ensure compliance with ethical considerations and data privacy principles during data collection and analysis.
- Participate in program evaluations and learning reviews, contributing to evidence-based decision-making.
Capacity Building
- Contribute to the development and/or adaptation of training materials.
- Develop training plans for the State Bureau of Statistics team and LGA team based on identified needs.
- Facilitate training in project locations for State and LGA teams
- Any other assigned responsibility.
Documentation and reporting
- Work with the State team and other consortium partners to ensure timely collection, compilation, and analysis of quality data as well as production of quantitative and qualitative activity, achievement, and monthly progress reports regarding nutrition activities in the Programme.
- Provide technical review of programme reports in line with the M&E framework.
- Work closely with State and LGA teams to ensure data are captured correctly and accurately.
Representation & Advocacy & Organizational Learning:
- Represent SCIDaR in relevant State and LGA-level fora and in coordination with other partners.
- Contribute to communications and media work as required through correction of data and information and sharing with the Project teams.
Qualifications & Experience
Essential:
- Master’s degree in a relevant field, such as Public Health, Epidemiology, Monitoring and Evaluation, or a related discipline.
- Minimum of 5 years of professional experience in designing and implementing M&E systems and activities for health or development programs.
- Strong understanding of Theory of Change (ToC) frameworks and their application in program monitoring and evaluation.
- Proficiency in quantitative and qualitative data collection and analysis methods.Familiarity with various M&E tools and software.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.Strong analytical and problem-solving skills.
- Experience in working with malaria-related programs or health interventions is a plus.
- Fluency in local language (Hausa) is an added advantage
