Our team currently supports  6 states in Nigeria (Gombe, Jigawa, Katsina, Kebbi, Taraba and Zamfara) to develop the respective Programme Support Rationale (PSR) and situation analysis cutting across six key themes (Leadership, Management and Coordination, Service delivery, Demand Generation, Data management and disease surveillance, Human resource for health, and Vaccine supply chain and Logistics

Impact:

The states referenced existing strategies including NERICC and NEMCHIC strategies, PHC optimization and financial strategies to develop state-specific interventions that address identified challenges which led to the development of the 4-year HSS work plan and budget and subsequent revision to accommodate new activities and others springing up due to COVID-19. On the project, the modification of the 4-year work plan as well led to the development of a 15-month work plan which factored in the expected commencement of the grant in Q4, 2020.

With support from Solina, the fiscal space available for health, RI and PHC in the states and the capability of the states to co-fund the project was assessed and initiatives to improve efficiency were identified. The states developed the Grant Performance and Accountability frameworks by defining indicators to be tracked aimed at evaluating the program performance and obtaining collective stakeholder commitment to the grant respectively. Solina also supported the States to identify activities that require Technical assistance, provided support in costing the technical assistance across the States, and supported the states in developing the MOU roles and responsibilities to guide the granting process.
