The KPMSP is an 18 months intervention implemented by a consortium of Health Strategy and Delivery Foundation (HSDF) and SCIDaR, which aims to establish optimized systems for PHC facility management and build the management capacity of PHC Managers to improve their operational efficiencies and competencies. The KPMSP intervention is implemented across 10 LGAs and 105 ward priority PHCs and also targets 210 PHC managers from the 105-ward priority PHCs of the State. The optimized systems development component includes the development of competency frameworks, job descriptions, training modules and health facility handbooks across 7 core management areas (Human Resource Management, Financial Management, Data Management. Inventory Management. Planning and Community Relations, Facility Management and Quality assurance) for the PHC managers.

Impact:

On the project, Solina’s development of the first-ever competency framework and job descriptions for PHC Managers has been adopted by the SPHCB and will be used in the appointment and appraisal of PHC OICs and Deputy OICs in the State. Solina also developed draft recommendations for Health Facility handbooks which will improve PHC managers competencies across 7 management thematic areas (HRH, Data Management, Planning & Community Relations, Inventory Management, Financial management, Facility Management and Quality Assurance). The team designed and deployed a fit for purpose training curriculum led by a local health training institution (Shehu Idris College of Health Science and Technology Makarfi) and experts from Health Leadership Academy (HLA) and Kaduna State Polytechnic which is used for training PHC Managers across 5 management thematic areas (HRH, Data Management, Planning & Community Relations, Inventory Management and Financial management). The team also designed and deployed tailored capacity building and adult training approaches for the PHC Managers, and deployed 10 LGA PHC mentors to provide on the job mentoring to the PHC managers across all PHCs of intervention. There are currently ongoing in-class training of 73 of 210 PHC managers led by Lecturers from Shehu Idris College of Health Science and Technology Makarfi across 5 management thematic areas (HRH, Data Management, Planning & Community Relations, Inventory Management and Financial management).
